我荣幸地提及一九九七年六月九日中华人民共和国政府和南非共和国政府换文中关于南非航空公司航班飞越中国领空问题的临时安排。鉴于中、南非两国将于一九九八年一月一日起建交，并考虑到两国商谈并签署民航协定需要时间，为保证南非航班在两国签订民航协定前继续正常飞行，我谨代表中国政府确认：
中国政府同意南非航空公司约翰内斯堡至日本大阪航线班机自一九九八年一月一日至一九九八年六月三十日继续飞越中国领空。具体事宜由两国民航部门办理。在此期间，中华人民共和国政府和南非共和国政府有关部门将商谈并签署两国政府间民航协定。此后，南非航空公司航班飞越中国领空问题将按两国政府民航协定的有关规定办理。
上述内容如蒙阁下代表南非共和国政府复照确认，本照会和阁下的复照将构成两国政府间的一项协议，并自两国建交之日起生效。

“我荣幸地提及一九九七年六月九日中华人民共和国政府和南非共和国政府换文中关于南非航空公司航班飞越中国领空问题的临时安排。鉴于中、南非两国将于一九九八年一月一日起建交，并考虑到两国商谈并签署民航协定需要时间，为保证南非航班在两国签订民航协定前继续正常飞行，我谨代表中国政府确认：

THE LETTER FROM THE DEPUTY MINISTER OF FOREIGN AFFAIRS OF THEREPUBLIC OF SOUTH AFRICA TO THE ASSISTANT FOREIGN MINISTER OF THE PEOPLE''SREPUBLIC OF CHINA

our Excellency
I have the honour of acknowledging receipt of your letter dated 30
ecember 1997, and would like to confirm our agreement to the contents of
he above-mentioned letter, which reads as follows:
"I have the honour to refer to the temporary arrangements for the
verflight of the territorial airspace of China by South African airlines
or regular air service as specified in the Exchange of Notes between the
overnment of the People''s Republic of China and the Government of the
epublic of South Africa dated June 9, 1997. In view of the fact that
hina and South Africa will establish diplomatic relations as from January
, 1998 and that it takes some time for the two countries to negotiate and
ign a civil aviation agreement, to facilitate the continued regular
ommercial flights by South African airlines pending the signing of the
roposed civil aviation agreement between the two countries, I have the
onour to confirm the following on behalf of the Government of the
eople''s Republic of China:
The Chinese Government agrees to the continued overflight of the
erritorial airspace of China by South African airlines for regular air
ervice on the Johannesburg - Osaka route from 1 January 1998 to 30 June
998. Details about this matter shall be worked out by the aviation
uthorities of the two countries. In the meantime the competent
epartments of the two governments shall enter into talks on this issue
ith a view to signing a civil aviation agreement between them.
hereafter, this issue shall be handled according to the relevant
rovisions in the civil aviation agreement of the two governments.
If Your Excellency confirms the above contents in a Note of reply on
ehalf of the Government of the Republic of South Africa, this Note and
our reply Note shall form an agreement between our two governments and
hall enter into force as of the date of the establishment of diplomatic
elations between the two countries."
